For a lot of non-techie people, Windows Vista is more of visual enhancements from Windows XP than all those things that have improved under the hood.
My friends who have refused to upgrade to Windows Vista because of lack of power have managed to install various theme packs that would make their Windows XP desktop look more into the tune of Windows Vista.
I have seen them use different packs and one of them is VistaMizer 1.2.1 which has done a good enough transformation of your desktop to Vista.
